Copilot is the safest institutional choice. It’s in every IDE, integrates with the rest of GitHub, and has the admin story enterprises need. The tradeoff is that best-in-class inline suggestions and best-in-class agent workflows live elsewhere. If you’re standardising a team of a hundred engineers, this is the pick; if you’re optimising your personal workflow, Cursor or Claude Code will feel sharper.

- Autocomplete quality trails Cursor on the same models
- Agent mode still feels newer than the incumbents’ CLI/IDE agents
